Сегодня в ходе прямого эфира в социальной сети Facebook первый заместитель председателя Банка России Сергей Швецов сделал ряд громких заявлений, весьма красноречиво отражающих отношение регулятора к этому сегменту финансового рынка. «Банк России не в восторге от этого бизнеса. Мы не против того, чтобы люди получали адреналин, занимаясь валютными спекуляциями, но мы совершенно против того, чтобы люди теряли свои деньги, не ожидая, скажем так, что они играют в финансовое казино» — заявил Швецов.
Банк России намерен жестко надзирать за рынком FOREX, ограничивая его развитие в России, — такова позиция регулятора. По словам Швецова, агрессивная реклама работающих на этом рынке компаний привлекает людей, которые «искренне верят, что там можно заработать», не понимая того, что вероятность получить обещанный доход очень маленькая, а вероятность проиграть деньги — очень большая.
Первый зампред сравнил использование любых финансовых инструментов с использованием лекарств. Прием по ошибке или незнанию непроверенного или неверного препарата может привести к печальным последствиям, ошибка же при выборе финансового инструмента это гарантированная потеря сбережений.
Поэтому, по мнению Швецова, доступ россиян к рынку FOREX, колебания которого зависят от такого большого количества факторов, что непрофессиональный инвестор не способен прогнозировать движения валют, необходимо намерен ограничивать.
«В наших ближайших планах — разрешить эту услугу исключительно квалифицированным инвесторам. Неквалифицированные инвесторы не смогут привлекаться форекс-клубами, и таким образом, мы обезопасим наших граждан от потери своих сбережений», — заявил чиновник.
Зарубежные FOREX компании также ждут кардинальные меры со стороны регулятора: сайты иностранных FOREX-брокеров будут заблокированы. «Мы не можем защищать выполнение договорных обязательств между такими провайдерами услуг и нашими гражданами, так как они находятся вне поля регулирования ЦБ», — развил свою мысль Швецов.
Швецов и ранее был известен своим критическим отношением к участникам рынка FOREX и сегодняшние резкие заявления неожиданностью не стали. Остается загадкой, каким образом будет развиваться FOREX в России при столь негативном отношении к нему со стороны руководства Центробанка.
